Job Summary
NHS Wales Shared Services Partnership has a vacant Procurement Business Manager position, offering an excellent opportunity to develop a procurement career in a dynamic and high-profile environment. The position works on behalf of Health Education & Improvement Wales, supporting operational and strategic procurement objectives across NHS Wales.
Main Duties
Support teams in understanding the strategic direction of all NHS Wales organisations and alignment with NWSSP strategic objectives as part of the Integrated Medium-Term Plan (IMTP).
Assist the Assistant Head of National Sourcing in delivering a comprehensive sourcing plan, Non-Pay Savings, Compliance, P2P, Audit, and operational management of the Health Education & Improvement Wales Sourcing team.
Apply innovative and strategic thinking to continuous service improvement initiatives, challenging historical practices and adopting best practice to improve efficiency and effectiveness.
Ensure operational management and performance monitoring of the Procurement team in line with departmental KPIs.
Support responses to FOI, Audit, and Assurance queries.
Promote career development by sharing values, working collaboratively, taking responsibility, listening, learning, and innovating.
Welsh language skills are desirable, but both Welsh and English speakers are encouraged to apply.

Job Responsibilities
Lead operational and strategic procurement initiatives to deliver value for money and compliance.
Support sourcing activities, contract management, and implementation of contracts.
Engage key stakeholders across NHS Wales to ensure effective procurement outcomes.
Monitor team performance, provide leadership, and ensure adherence to procurement policies and KPIs.
Apply continuous improvement principles and adopt innovative approaches to service delivery.
Manage responses to FOI requests, audits, and assurance queries.
Person Specification
Qualifications and Knowledge
Essential
Qualified to CIPS Level 5 (Advanced Diploma) OR Procurement/Business-related Degree
Knowledge of:
Strategic sourcing and performance improvement
EU procurement regulations
Whole supply chain process and value for money principles
E-procurement systems and sustainability in supply chains
Compliance, legal contract requirements, and process improvement
Desirable
Knowledge of Health Boards and Trusts Procurement processes and procedures
Experience
Essential
Proven experience delivering complex procurement projects, including business need assessment, tendering, specification writing, evaluation, contract award, and implementation
Experience managing contract legislation, compliance, and probity issues
People/staff supervision or management experience, preferably within procurement or supply environments
Desirable
Awareness of quality standards and working with ISO policies
Experience in NHS or similar healthcare procurement environments
Skills and Attributes
Ability to drive and manage comprehensive data gathering on products and suppliers
Strong influencing and negotiation skills, with the ability to build and maintain productive business relationships
Strategic thinking and problem-solving in a complex, dynamic environment
