Job Summary

An opportunity has arisen in the West Midlands Cancer Alliance (WMCA) to join a dynamic, high-profile, and busy team. As a Senior Analyst, you will work as part of a team providing support and expertise to help the Integrated Care Systems (ICSs), WMCA, and NHS England direct commissioners deliver their plans.

You will lead and manage analytical projects contributing to the delivery of National Cancer Programme priorities within the 10-Year Health Plan for England. Candidates should have a strong analytical background in the NHS and ideally an understanding of cancer pathways.

Key Responsibilities

Analytical & Operational Duties

  • Take a data-driven approach to support the transformation of cancer outcomes across local cancer systems.

  • Track implementation of national transformation priorities and evaluate their impact to share evidence and spread best practice.

  • Access the latest analysis to support delivery of transformation activities.

  • Use timely and consistent data held locally, regionally, and nationally on operational performance and cancer activities to track progress and identify areas for action.

  • Offer advice and guidance to support the wider Alliance in local evaluations; synthesise emerging evidence, publish, and disseminate national findings.

  • Manage and deliver programmes related to data analytics to support service improvement.

  • Work closely with ICBs Cancer Programme teams, championing the use of analysis and insight to improve decision-making across the West Midlands.

  • Develop strong networks with key internal and external stakeholders to ensure alignment and maximise impact.

Project Management

  • Lead the team in delivering project plans, allocating tasks, identifying risks, and making decisions in the project’s best interest.

  • Manage stakeholders proactively, resolve conflicts, and maintain high-quality project delivery on time and within budget.

  • Maintain project documentation and monitor progress and resources through regular team meetings.

  • Advocate for projects at senior and executive levels to ensure engagement and sponsorship within the NHS.

  • Ensure alignment of projects with strategic NHS priorities, managing context, risks, and authority.

Financial & Resource Management

  • Identify necessary products, equipment, services, and facilities for activities, achieving stakeholder buy-in.

  • Provide strategic advice and prepare reports/briefings for the Head of Data Analytics.

People Management

  • Directly manage team members, recruitment, appraisals, personal development, and employee relations issues.

  • Forge positive working relationships to support matrix approaches in achieving NHS objectives.

  • Manage third parties (consultants/interims) to ensure timely delivery within budget.

Information Management & Reporting

  • Draft detailed reports summarising status, appraising outcomes, and providing progress updates.

  • Collate, analyse, interpret, and present data to highlight issues, risks, and support decision-making.

Policy & Service Development

  • Propose, draft, implement, and interpret changes to policies, guidelines, and service level agreements (SLAs).

  • Maintain knowledge of emerging policies such as the 10-Year Health Plan for England, change management, and NHS constitution.

  • Contribute to the development of KPIs, analytical solutions, and continual improvement of NHS systems.

Research & Development

  • Plan, develop, and evaluate methods and processes for gathering and presenting data.

  • Coordinate R&D initiatives and research emerging analytics tools and technologies (e.g., predictive, spatial, mobile analytics).

  • Bring innovative thinking through external trends to improve data analytics.

Planning & Organisation

  • Contribute to strategic planning of projects, identifying interdependencies, resource requirements, and potential impacts.

  • Support short, medium, and long-term business plans to achieve quality outcomes.

Key Working Relationships

  • Engage proactively with internal and external stakeholders, including consultancies and NHS directorates.

  • Communicate highly complex information verbally, in writing, and numerically.

  • Work constructively on business-sensitive issues and maintain networks internally and externally.

  • Liaise with Communications and Stakeholder teams on public relations and marketing activities.

  • May deputise for the Head of Data Analytics as required.

Person Specification

Qualifications

  • Degree in a relevant subject (e.g., Mathematics, Economics, Statistics, Operational Research, Health Service Research, Social Research) or equivalent experience.

  • Postgraduate-level education or equivalent senior-level experience in a specialist area.

Knowledge & Experience

  • Current or recent NHS experience in a cancer-related area.

  • Ability to mentor others on NHS cancer datasets and assess data quality.

  • Extensive specialist knowledge, evidence of postgraduate qualification, and ongoing professional development.

Skills, Capabilities & Attributes

  • Experience with statistical software (SAS, SPSS, R, Python, SQL) and mixed-method approaches.

  • Ability to mentor others, build complex models, use segmentation/clustering, and understand evaluation principles.

  • Skilled in presenting highly complex or sensitive information to senior stakeholders.
