Job Summary
NHS Devon Integrated Care Board is seeking an experienced HR professional to join during a period of significant organisational transformation. The ICB is aligning structures, processes, and teams with NHS Cornwall and Isles of Scilly (CIoS) ICB to ensure fitness for the future and delivery of the best possible care.
This is a pivotal opportunity to support organisational change, shape HR practices, and make a meaningful impact on staff and communities across Devon and CIoS. Priority will be given to internal NHS Devon and NHS CIoS candidates.

Role Responsibilities
Key Duties
Provide expert HR advice to managers on employee relations, performance management, and change management.
Guide managers through organisational change processes, ensuring compliance with employment law and NHS policies.
Take ownership of HR projects from start to finish.
Build strong, collaborative relationships with teams and stakeholders across Devon and CIoS ICBs.
Balance operational delivery with strategic thinking in a dynamic environment.
Deliver tangible results while adapting quickly to changing priorities.
Core Skills & Experience
MCIPD qualified (or equivalent experience).
Extensive experience as an HR business partner at an equivalent level.
Strong knowledge of employment law, HR best practice, and organisational change.
Proven ability to deliver efficiently in a fast-paced, complex environment.
NHS or public sector HR experience highly desirable.
Excellent communication, influencing, and collaborative skills.
Adaptable, proactive, and resilient.
Person Specification
Qualifications & Experience
Master’s level education or equivalent senior-level experience.
Chartered Member of CIPD (MCIPD) or equivalent.
Extensive HR knowledge and experience across multiple functions.
Experience managing workforce data, HR systems, metrics, and reporting.
Ability to manage change in a complex environment and provide specialist HR advice.
Knowledge of Agenda for Change, NHS Terms & Conditions, and HR information systems.
Experience operating in politically sensitive environments and coordinating projects.
Communication Skills
Ability to present complex or sensitive information to senior stakeholders.
Skilled in report writing, presentations, and influencing diverse audiences.
Experience in negotiation on difficult issues, including performance and change.
Analytical & Planning Skills
Ability to identify and interpret national policy and research best practices.
Strategic thinking with problem-solving and decision-making skills.
Numerate with strong analytical capabilities.
Able to plan and manage projects over short, medium, and long-term timeframes.
Management Skills
Ability to prioritise work and manage a team effectively.
Experience in motivating teams and reviewing performance.
Capable of autonomous decision-making under tight deadlines.
