Job Summary
Bedfordshire Hospitals NHS Foundation Trust is seeking a forward-thinking Capital Projects Manager to join the Estates & Facilities team. Based at Bedford Hospital or Luton and Dunstable Hospital, the role works across multiple Trust sites and takes ownership of delivering a varied portfolio of complex capital estates projects, typically valued between £3–5 million each year.
Reporting to the Estates & Facilities Business and Compliance Manager and working closely with the Director of Estates & Facilities, the post holder will help shape the future of the estate. The role supports outstanding patient care, evolving clinical needs, and long-term sustainability within a fast-moving NHS environment.
Main Duties of the Job
Act as Project Manager for Estates capital schemes across the Trust
Lead the planning, delivery, and monitoring of construction and refurbishment projects
Manage capital project budgets (£3–5m) and staffing budgets (~£100k), ensuring delivery on time and within budget
Develop project briefs, analyse tenders, appoint contractors and consultants, ensuring compliance with statutory and regulatory requirements
Support the Trust’s six-facet survey programme, backlog maintenance planning, and prioritisation of estates investments
Prepare and support the development of Business Cases aligned to clinical and operational needs
Contribute to corporate governance, risk management, and strategic estates planning
Work collaboratively with clinical and operational teams, senior managers, contractors, and statutory bodies
Report progress and risks to the Capital Planning Group and governance forums

Job Responsibilities
Support the Capital Program using a risk-based framework agreement and backlog maintenance/6-facet survey information
Administer delegated elements of the Capital program in line with SFIs and statutory guidelines
Provide monthly progress reports and advise on funding decisions
Update the senior management team monthly
Act as Project Manager for schemes, fulfilling all professional obligations
Develop and challenge client briefs and adapt into tender specifications
Analyse complex tender returns and appoint competent contractors
Develop cash-flows for capital schemes
Manage multiple capital projects and act as budget-holder
Agree variations to construction contracts while maintaining budget control
Work with departments to develop Operational Policy before briefing
Provide technical advice on energy management improvement works
Adhere to NHS-specific procurement protocols
Commission capital projects for hand-over
Advise on procurement routes including Traditional, Procure21 and LIFT contracts
Provide professional advice on development investment decisions and feasibility studies
Support Planning Applications and Building Control Applications
Provide advice on Listed Building and Party-wall Act issues
Provide professional support on CDM 2015
Brief, develop objectives, manage and review professionals including Project Managers, Quantity Surveyors, Engineers and Healthcare Planners
Support backlog maintenance delivery programmes
Assist in production of Strategic Outline Cases and Business Cases

Qualifications
Essential
Post-graduate diploma in Construction Management or equivalent experience
Evidence of continuous personal development
Site Management Training Safely Scheme (SMSTS)
Managers CSCS Card Holder
Relevant degree in Construction/Property/Engineering or equivalent
Desirable
Master’s Degree in Construction Management
Membership with professional body e.g. CIOB, IHEEM, RICS
Completion of recognised EITB/CITB apprenticeship
