Job Summary
The Transport Manager is responsible for the strategic and operational management of the Trust’s transport services across all LUHFT sites. This role ensures safe, efficient, and compliant transport operations, including:
Shuttle services
Courier operations
Specimen and medication transport
Movement of linen, stores, and equipment
The role provides leadership to supervisors and staff, ensures fleet and regulatory compliance, manages key contracts, and drives continuous improvement aligned with NHS standards, Trust objectives, and legal requirements.
This post is central to supporting clinical services, maintaining operational flow, and delivering high-quality patient care.
Main Duties
Operational Leadership
Lead daily transport operations across all LUHFT sites.
Oversee staff deployment, rotas, absence management, and workload planning.
Ensure contingency arrangements and business continuity plans are in place.
Fleet Management & Compliance
Maintain compliance with MOT, insurance, servicing, licensing, and road traffic regulations.
Monitor telematics, vehicle tracking, and route optimisation.
Conduct incident investigations and implement corrective actions.
Governance, Safety & Risk Management
Conduct and review risk assessments for all transport activities.
Ensure SOPs are developed, reviewed, and embedded.
Maintain up-to-date safety documentation and compliance records.
Digital & Performance Management
Implement and manage digital systems for reporting, scheduling, and performance monitoring.
Produce KPIs, audit data, and performance reports for senior leadership.
People Leadership
Line manage transport supervisors and driving teams.
Oversee recruitment, induction, appraisals, attendance, and staff development.
Promote a positive, inclusive, and safety-focused team culture.
Financial & Contract Management
Manage transport budgets, monitor expenditure, and authorise invoices.
Support cost improvement plans and identify efficiency opportunities.
Oversee external contracts including vehicle maintenance, telematics, and route optimisation.
Service Development & Sustainability
Lead service reviews and improvement plans to enhance operational effectiveness.
Support Trust sustainability initiatives including fleet electrification and emissions reduction.
Contribute to strategic planning and long-term development of transport services.

Person Specification
Qualifications
Essential:
Postgraduate Diploma (Level 7) in Management or equivalent experience
Desirable:
NEBOSH / IOSH Health and Safety qualification
Experience
Essential:
Experience in estates/facilities management within a large, complex organisation
Experience developing policies and procedures
Ability to manage complex, cross-site teams
Experience setting up and maintaining systems and auditing processes
Knowledge & Skills
Essential:
Understanding of Health and Safety
Knowledge of NHS estates operations or public sector facilities management
Proactive, reliable, and methodical approach to inspections
Strong communication, interpersonal, and time management skills
Commitment to safety and compliance standards
