Job Summary
The Finance Business Manager role at SECamb is responsible for managing and delivering cost-effective, efficient, and responsive financial management and business partnering services, covering income and expenditure.
The post holder will deputise for the Finance Business Partner, lead the financial management team across operational, support, and corporate divisions, and have responsibility for HR/line management duties.
Main Duties
Financial Management & Business Partnering
Provide business partnering, financial management, and reporting for income and expenditure
Support planning and budget setting for the assigned area
Oversee budget setting
Develop medium-term financial plans
Ensure accurate and timely monthly financial information is available for budget holders
Produce governance packs, support costing and pricing (PLICS)
Support financial modelling and appraisal of options
Cost Improvement & Audit Support
Assist in developing and implementing cost improvement programmes (CIP) and maintain trackers
Support internal and external audits, counter-fraud initiatives, and FOI requests
Provide training to budget holders, team members, and other stakeholders
Process Improvement & Automation
Review and improve financial processes and procedures
Implement automation, better system utilisation, and AI solutions
Essential Criteria
CCAB/CIMA qualified
Evidence of continuing professional development

Job Responsibilities
Leadership & Operational Management
Lead day-to-day operations of the finance team
Ensure the delivery of effective financial stewardship and management services
Support organisational development and strategy
Ensure adherence to Financial Governance and Control
Accounting & Reporting
Lead preparation of robust, accurate monthly/annual accounts
Provide technical accounting advice (VAT, employer contributions, recognition of income/expenditure)
Formulate options and make professional/technical judgements on legal and contractual matters
Financial Planning & Budgeting
Lead budget setting, forecasting, and reporting for assigned areas
Support cost improvement programmes and effective financial management
Systems & Policy Management
Manage financial ledger and systems (Oracle, Excel, others)
Develop financial policies, processes, and procedures
Represent the team at budget holder meetings and manage service improvements
Contracts & External Collaboration
Support high-value NHS/Non-NHS contract management
Develop business cases, service development, and improvement initiatives
Support external/internal audits and FOI responses
Engage with Strategy & Transformation teams for collaborative initiatives
People Management
Take overall responsibility for HR policy adherence
Manage escalated issues until resolution
Person Specification
Qualifications
Essential:
CCAB qualified or finalist (CIMA, ACA, CIPFA, ACCA)
Evidence of continuing professional development
Knowledge and experience of financial accounting, reporting, and management
Desirable:
Management/leadership qualification or equivalent experience
In-depth knowledge of financial accounting frameworks
Experience
Essential:
Experience delivering year-end and month-end accounts
Organising and delivering a range of accounting services in a large complex organisation
Desirable:
Financial accounting, management, and reporting experience within the NHS
Strong analytical skills for complex problem-solving
