About the Role
Sussex Partnership NHS Foundation Trust is seeking an experienced and motivated Senior Project Manager to support delivery of the accelerated Delegated Commissioning programme from 2026/27.
This 12-month fixed-term role focuses on expanding delegated commissioning arrangements across the Mental Health, Learning Disability, and Autism (MHLDA) portfolio. The postholder will work closely with the Programme Director to implement the delivery programme, establish governance frameworks, oversee phased contract and budget transfers, and develop ongoing Trust infrastructure requirements.
The Senior Project Manager will be line managed within the Transformation and Change Team, with access to structured supervision, peer support, and professional development.
Key Responsibilities
Programme & Change Management
Lead and manage defined workstreams within the Delegated Commissioning programme
Support development of Full Business Case and programme governance arrangements
Develop and maintain programme plans, risk and issue logs, and reporting frameworks
Ensure delivery to agreed milestones and timescales
Governance & Assurance
Design and implement transparent governance and assurance processes
Support mechanisms for SPFT to host and manage delegated contracts
Coordinate phased contract and budget transfers
Prepare high-quality reports, briefings, and Board papers
Stakeholder Engagement
Collaborate with VCSE, NHS, and system partners
Build key relationships and manage stakeholders across internal and external networks
Communicate complex information clearly to various audiences, influencing decision-making
Financial & Performance Oversight
Work with finance, operational, and commissioning colleagues
Support monitoring and reporting of programme performance, budgets, and risks
Leadership & Team Management
Manage project teams and develop project training programmes
Provide line management, guidance, and support for project staff
Policy, Information & Research
Develop and implement specialist programme policies
Maintain information systems and performance management reports
Conduct audits and surveys related to programme delivery
Qualifications & Experience
Essential:
Educated to degree level or equivalent experience
Relevant Master’s qualification or experience as a senior operational or strategic manager
Evidence of ongoing CPD activity
Extensive project management experience: planning, reporting, risk management, financial management, and delivering change projects
Experience managing project teams and engaging stakeholders at a senior level
Desirable:
Project or programme management qualification
Quality Improvement training
Experience working in large, politically complex organisations
