Powys Teaching Health Board is seeking a qualified accountant with energy, enthusiasm, commitment, and ambition to join its dynamic finance team. This role supports a range of functions and the transformation of services, providing an excellent opportunity to develop within a progressive finance team.

The Health Board has three Finance Business Partnering (FBP) teams, each supporting senior managers responsible for healthcare services and a portfolio of secondary healthcare contracts.

The Assistant Finance Business Partner will report to a Finance Business Partner, coordinating and providing high-quality financial management and strategic business advice. This key role involves leadership within the department and collaboration with external partners in Wales and England.

Main Duties

The Assistant Finance Business Partner will:

  • Support Finance Business Partners in delivering professional financial advice, support, and information for commissioning contracts and Directorate activities.

  • Help budget holders set and manage finances to achieve financial targets and plans.

  • Deputise for Finance Business Partners when required.

  • Provide financial support in the development of Strategic Business Cases and complex service/financial models, including the Health Board’s transformation programme, Better Together.

  • Lead or support efficiency and productivity improvement initiatives.

  • Assist with workload planning and prioritisation in the Finance Business Partnering Team.

  • Introduce new ways of working and implement change management techniques as needed.

Job Responsibilities

  • Support Finance Business Partners in financial and business planning.

  • Act as finance lead for designated providers.

  • Provide support for day-to-day management of the Finance Business Partnering Team.

  • Support cross-boundary flows and commissioning processes.

  • Collaborate with senior managers and external partners.

  • Contribute to delivering a high-quality finance agenda across the Health Board.

Note: Welsh-speaking candidates are welcome, but training is available for those who wish to develop Welsh language skills.

Hybrid working is offered, with office attendance in Bronllys at least two days per week.

Person Specification

Qualifications

  • CCAB qualified accountant

  • Evidence of Continuing Professional Development

Experience

  • Extensive finance experience at a senior management level within a large organisation

  • Knowledge of financial and accounting procedures, legislation, and policies

  • Strategic financial management and business planning experience

  • Experience managing people and multi-disciplinary teams

  • Proven track record in delivering complex objectives in politically sensitive environments

Skills & Abilities

  • Excellent interpersonal, communication, and presentation skills

  • Advanced Excel and IT skills

  • Analytical, interpretational, and problem-solving ability

  • Project management skills including planning, organisation, and prioritisation

  • Ability to work autonomously and as part of a team

  • Knowledge of Financial Reporting Standards & GAAP

  • Ability to work under pressure and meet tight deadlines

  • Desirable: Some knowledge of Welsh or willingness to learn

Other Requirements

  • Ability to travel within Powys and potentially nationally

  • Use of virtual software such as Teams/Skype for meetings
