Job Summary

The post holder will be expected to provide a timely, safe, efficient and cost effective estates operational and maintenance service.

Responsible to the Head of Estates, with line management responsibility for all Team Leaders, and Estates maintenance personnel working within the Estates Department.

The post holder will act as a specialist on behalf of the Trust for all aspects of Engineering & Building Services and will be responsible for ensuring the reliability of the engineering infrastructure, systems and equipment.

It will be expected of the post holder to develop a positive/close working relationship with all other Facilities and Estates Managers, Divisional Departments Senior Management in both Clinical and Non-Clinical area’s and participates as a member of the Projects Team for all issues relating to the Trust Operational Service.

Main Duties of the Job

Core Responsibilities

  • Responsible for Electrical, Mechanical, and Building services for the Trust
  • Facilitate a quality Estates service that is responsive to operational needs
  • Ensure services are efficient, effective, and delivered to the highest standards
  • Maximise Trust assets for patients, visitors, and staff within available resources
  • Provide professional and technical estates advice to Engineering Managers, staff, contractors, and consultants
  • Ensure compliance with Statutory Standards, Health & Safety Guidance, Building Regulations, COSHH, HTMs, and NHS directives

Engineering & Maintenance Oversight

  • Ensure engineering maintenance and contract work is completed to required standards
  • Act as Trust Clerk of Works and commissioning specialist
  • Oversee site inspections, testing, and commissioning of new and refurbishment works
  • Maintain reliability of engineering infrastructure and systems

Specialist Technical Responsibilities

Ensure specialist services and equipment used for patient care are:

  • Maintained
  • Tested
  • Commissioned in line with statutory standards

This includes:

  • Piped medical gases
  • Theatre air testing and verification
  • Water sampling, testing, and monitoring
  • Asbestos sampling, testing, and air monitoring

Compliance & Governance

  • Monitor and review PPM (Planned Preventative Maintenance) systems
  • Ensure statutory and mandatory compliance is achieved
  • Lead engineering governance including:
    • Incident and complaint management
    • Risk assessment and registers
    • Health & Safety compliance (RIDDOR, COSHH, LOLER)

Capital & Project Works

  • Oversee minor schemes and capital works from design to completion
  • Ensure proper commissioning and handover of completed works

Leadership & Staff Management

  • Line management of Team Leaders and Estates personnel
  • Conduct performance monitoring and staff reviews
  • Set performance objectives and manage performance development
  • Handle disciplinary actions in line with Trust procedures
  • Manage sickness, attendance, conduct, and dress standards

Policies, Safety & Operations

  • Maintain and update divisional policies and procedures
  • Promote a safe working culture across the Trust
  • Work with internal and external safety professionals
  • Participate in emergency on-call rota
  • Provide out-of-hours operational support when required
  • Assist with ad hoc reports and project work

Continuous Development

  • Engage in Continual Professional Development (CPD)
  • Undertake further training relevant to the role

Person Specification

Experience (Essential)

  • Engineering management experience with staff supervision
  • Estates maintenance experience
  • Performance and operational management experience
  • Knowledge of technical developments, financial procedures, and statutory requirements

Experience (Desirable)

  • NHS experience

Qualifications (Essential)

  • HNC level or equivalent in engineering discipline
  • Willingness to undertake further training

Qualifications (Desirable)

  • Management qualification (Diploma level or equivalent)
  • AP Electrical (LV & AP Ventilation)
