Job Summary
Public Health Wales has an opportunity for a Senior Finance Business Partner within the Finance and Performance Division of the Operations and Finance Directorate. The team is committed to delivering high-quality work aligned with organisational values.

Main Duties and Responsibilities
The Senior Finance Business Partner is a senior finance professional and key member of the Senior Finance Team, working closely with directorate leadership teams.
Key responsibilities include:
- Supporting the Deputy Director of Finance in managing finance business partnering teams
- Contributing to financial strategy development and implementation across the organisation
- Leading annual financial planning, budgeting, and CIP targets
- Providing expert financial, management, and business advice to executive teams
- Ensuring alignment between resources, priorities, and organisational strategy
- Identifying investment and disinvestment opportunities
- Supporting decision-making through financial analysis and reporting
- Overseeing governance, financial control, and risk management frameworks
- Managing budget setting, monitoring, forecasting, and reporting
- Supporting development of business cases and investment proposals
- Ensuring value for money and efficient use of resources
Financial Management and Planning
- Contribute to the Integrated Medium Term Plan (IMTP)
- Develop short, medium, and long-term financial strategies
- Monitor and adjust financial plans based on policy and operational changes
- Lead financial input into strategic business decisions
- Promote effective use of Oracle Finance System
- Support optimisation of resources to improve patient care
Financial Performance and Procurement
- Support delivery of financial outturn aligned with annual plans
- Manage budgets in line with governance and financial instructions
- Monitor cost improvement and efficiency programmes
- Use benchmarking to improve financial performance
- Advise on commercial opportunities and financial targets
- Work with procurement teams to ensure best practice and governance compliance
- Support contract negotiation and monitoring
Relationships and Partnership Working
- Work with senior leaders across NHS Wales, Welsh Government, and partner organisations
- Support collaborative service delivery and joint strategy development
- Engage with commissioning organisations on contracting arrangements
- Support performance management of service level agreements

Essential
- Fully Qualified Accountant (CCAB)
- Leadership/management training or equivalent experience
- Evidence of Continuing Professional Development
