Job Summary
In support of the development of clinical services, Betsi Cadwaladr University Health Board (BCUHB) has established an extensive capital programme amounting to £10 to £20 million per year, split between All-Wales and discretionary capital, for the development of new and refurbished facilities.
The organisation is seeking to strengthen its in-house construction project management team to oversee delivery of the capital expenditure programme.
Working within an area team based in Wrexham, the role involves managing multiple capital construction projects from inception to completion to support service development for the population of North Wales.
The role includes working with principal contractors, site operatives, supervisors, clerks of works, and specialist construction consultants, as well as managing contracts, project budgets, and issuing contract certificates and claims.
The ability to speak Welsh is desirable, and Welsh and English speakers are equally welcome to apply.
Main Duties
- Support the Head of Capital in managing and developing capital assets
- Provide in-house project management and supervision of capital schemes
- Deliver projects in line with cost, time, and quality requirements
- Manage multi-stranded capital projects from inception to completion
- Prepare feasibility studies and contract administration duties
- Supervise site works and ensure safe, efficient, and economical design
- Prepare project briefs, plans, and ensure compliance with national and statutory requirements
- Support commissioning processes for completed schemes
- Manage contractors, consultants, and external agencies
- Provide specialist estates project advice to senior staff and directors
- Maintain record drawings, maintenance manuals, and technical estate information
Job Responsibilities
- Deliver delegated capital projects in line with NHS Wales guidelines
- Ensure projects meet specifications, budgets, and timelines
- Ensure compliance with NHS Wales Infrastructure Investment Guidance and all relevant regulations
- Formulate project briefs and appoint professional consultants where required
- Chair project meetings including contractor progress and commissioning meetings
- Liaise with users to develop project briefs and technical costed options
- Support preparation of business cases for capital investment
- Ensure schemes are designed in accordance with national and local policies
- Manage financial controls, contract administration, and payment certification
- Agree settlements of claims during project delivery
