Job Summary

The Senior Project Manager (construction) will be responsible for the successful day to day management and delivery of capital projects and or programme allocated to them. Working under the direction of the Programme Director and/or SRO, the post holder will develop new schemes from:

  • Business case approval
  • Detailed design
  • Construction phase
  • Handover to end users

The post holder will hold a construction specialism such as MEP, construction contract and/or cost management. They will be the subject matter expert in this field for the trust.

Main Duties of the Job

The senior project manager (construction) will be responsible and accountable for:

  • Overseeing assistant capital project managers
  • Supervising internal and external advisers and specialists

The role also includes:

  • Delegated budget control of capital budgets assigned to each project or programme
  • Managing budgets that may run into multiple millions of pounds over multiple years

Job Responsibilities

Lead Technical Advisor

  • Manage external advisors to ensure accurate, timely, and cost-effective delivery of information
  • Ensure all projects are delivered safely without compromising clinical services, patient experience, or safety
  • Ensure compliance with HTMs and HBNs and alignment with clinical/end-user requirements
  • Record and manage any derogations from NHS design guidance, ensuring risks are documented and mitigated
  • Lead day-to-day compliance activities of the programme
  • Line manage selected programme team members and internal/external consultants where required

Risk Management

  • Oversee and report compliance risks with timely escalation to senior leaders
  • Manage programme-related risks and escalate issues through formal channels, including the Freedom to Speak Up Guardian where necessary
  • Manage financial risks in collaboration with Capital Finance and key stakeholders

Operational Liaison

  • Define and track compliance programme success criteria with the Programme Director
  • Respond to assurance findings and recommendations
  • Ensure safe clinical service delivery throughout the programme
  • Work with Supply Chain, Estates & Facilities, and Capital Finance to support estates strategy and financial oversight

Stakeholder Management

  • Engage stakeholders to understand requirements and build consensus
  • Align capital estate projects with senior directors across the Trust
  • Maintain strong communication channels internally and externally
  • Promote a positive, inclusive working environment supporting diversity and participation

Person Specification

Qualifications (Essential)

  • First degree in construction, engineering, building surveying, or related built environment field
    OR equivalent senior-level experience in healthcare capital projects
  • Corporate membership of a relevant Chartered Institute
  • Project/programme management qualification
  • Higher Management Qualification (e.g., Postgraduate Diploma in Management)

Knowledge and Experience (Essential)

  • Extensive post-graduate experience in the construction industry
  • Experience managing large public sector construction programmes successfully
  • Senior-level experience working with multiple organisations
  • Strong negotiation and influencing skills in complex environments
  • Proven experience managing teams and performance
  • Experience in multi-disciplinary project management environments
  • Knowledge of NHS Capital Investment Manual/Capital Procedures
  • Experience managing freehold/leasehold property matters
  • Strong experience in construction risk identification and mitigation
  • Strong technical knowledge of construction (design, engineering, delivery)
  • Understanding of risk and issue assessment techniques
  • Knowledge of PFI programmes and health sector contract variations
  • Understanding of capital procurement processes
  • Strong financial management knowledge of capital projects
  • Knowledge of team leadership and performance management
  • Experience using programme planning tools

Additional Requirements

  • Subject to the Rehabilitation of Offenders Act (Exceptions Order) 1975
  • Disclosure and Barring Service (DBS) check required for criminal record verification
